社会组织界别协商当前进入“进退两难”的境地,“进”难是因为顶层政策没有具体条文可依,各级各地政协的相关工作不能实质推进;“退”难是因为蓬勃发展的社会组织需要满足其发展的诉求渠道,迫切需要设置社会组织界别。本书以“深层—基层—中层—顶层”作为分析框架,将社会组织界别协商建设纳入这个框架进行分析,经过任务分解、功能分工、角色定位等,培育动力基础,构建联系网络,打造上下沟通渠道,从而使社会组织界别协商目标与任务一致,将最终实现社会组织界别协商制度化的顶层设计和地方推广。
